تبدأ كل عام بتفاؤل زائف. تقول لنفسك إن الأمور لا يمكن أن تزداد سوءا بالنسبة للفلسطينيين. ولكن يثبت خطؤك كل عام.
نجم عن الأزمة التي أحاطت بالمسجد الأقصى عدد من الأحوال غير المسبوقة: فتلك هي المرة الأولى التي يغلق فيها المسجد ولا تقام فيه صلاة الجمعة منذ عام 1969، وهي المرة الأولى منذ قرون التي يقاطعه فيها المصلون، وهي المرة الأولى التي يصبح فيها الفلسطينيون من مواطني إسرائيل ومن المقيمين في القدس في البؤرة المركزية للصراع.
إلا أن سابقة واحدة تتقدم على غيرها من السوابق: هذه هي المرة الأولى خلال خمسين عاما من النضال ضد الاحتلال التي يجد فيها الفلسطينيون أنفسهم وحيدين لا يقف معهم أحد.
لقد تم التخلي عن الفلسطينيين
لم يسبق أن اتسعت الهوة التي تفصل بين الشارع العربي وحكومات العرب حول فلسطين إلى الحد الذي وصلت إليه هذا الأسبوع.
زكريا الجواودة، والد الشاب الأردني ذي السبعة عشر ربيعا الذي قتله حارس أمن إسرائيلي زاعما أن الشاب هاجمه بمفك، قال منتقدا الملك عبد الله: “ندعو العشائر إلى المطالبة بمعاقبة الرجل (الحارس الإسرائيلي). نريد مقطع الفيديو. نريد أن نعرف ما الذي حدث لابني”.
فما كان من الحكومة الأردنية إلا أن استنفرت ثلاثة وزراء اصطفوا الواحد تلو الآخر ليقولوا للأب المكلوم إنهم لن يفعلوا ذلك أبدا. قال بشير الخصاونة، أحد الوزراء الثلاثة، والذي يشغل منصب وزير الدولة للشؤون القانونية: “مطلق النار الإسرائيلي يتمتع بحصانة دبلوماسية ولا يسمح لنا بالتحقيق معه، بموجب الاتفاقية الدولية. ولكننا نصر على الاستماع إلى شهادته”.
على كل فات الفوت، فما لبث حارس الأمن زيف أن عاد سالما غانما ليستقبله رئيس الوزراء بنيامين نتنياهو بالأحضان.
عد عشرين عاما إلى الوراء وتأمل في الطريقة التي تعامل من خلالها والد الملك عبد الله، الملك حسين، مع نتنياهو في عام 1997 بعد محاولة فاشلة قام بها الموساد لاغتيال زعيم حماس خالد مشعل في عمان من خلال رش مادة سمية داخل أذنه.
حينها هدد ملك الأردن بتمزيق معاهدة السلام مع إسرائيل إذا ما توفي مشعل الذي كان وقتها في إغماءة. وحصل الملك يومها على المصل المضاد من رئيس الموساد داني ياتوم وضمن إطلاق سراح أحمد ياسين، الزعيم الروحي لحركة حماس، ومزيد من السجناء الفلسطينيين والأردنيين فيما بعد.
لك أن تتصور حجم الفضيحة التي كانت ستنشب في أي مكان آخر في العالم لو أن الشرطة منعت من استجواب -ناهيك عن التحقيق- مع المتهم الرئيس في جريمة قتل مزدوجة لمجرد أنه يعمل حارسا أمنيا في سفارة أجنبية.
حدث ذلك في الأردن، وذلك لأن المملكة تعلمت القيام بما يأمر به سيدها، حيث اتصل جاريد كوشنر، زوج ابنة ترامب ومبعوثه إلى الشرق الأوسط بالملك عبد الله. قبل عشرين عاما حصل العكس تماما، حيث إن الملك حسين هو الذي اتصل بالرئيس بيل كلينتون (واضعا شروطه).
قبل ما يزيد على عام بادر هذا البلد، الذي يتاجر بلقب “راعي الحرم الشريف”، إلى التنازل بشأن قضية نصب كاميرات الأمن في الحرم الشريف والمدينة القديمة، وهي نفس الإجراءات التي تسعى إسرائيل الآن إلى فرضها حول بوابات الأقصى والمدينة القديمة وهي تعلم يقينا أن “الراعي” يوافقها في ما تقوم به من إجراءات.
الأمر متعلق بالسيادة
إلا أن الفلسطينيين لم يوافقوا من قبل ولا يوافقون الآن، على مثل هذه الإجراءات لأن الأمر بالنسبة لهم يتعلق بالسيادة وليس بالأمن. تم حتى الآن التنازل عن كثير من السيادة الفلسطينية على القدس الشرقية (هناك ما يقرب من ألفي مستوطن في الحي المسلم من المدينة القديمة، كما أنه جرى سحب ما يزيد على 14,500 تصريح إقامة منذ عام 1967 وحتى 2014. وهل تذكرون صائب عريقات، كبير المفاوضين الفلسطينيين، الذي عرض على وزيرة الخارجية الإسرائيلية السابقة تسيبي ليفني “أكبر يورشاليم في التاريخ”؟) حتى بات الأقصى بحق الخندق الأخير.
بالنسبة لمحمود عباس والسلطة الفلسطينية، يعتبر استمرار مسؤولي الوقف في رفض الدخول إلى الحرم الشريف، أو ما يطلق عليه اليهود اسم جبل الهيكل، هبة من السماء، فهي الخطوة التي تجسد الاحتجاج غير العنيف بالإضافة إلى أنها تجري خارج نطاق سلطته في الضفة الغربية، ولذلك فهي لا تكلف رام الله شيئا.
يسمح ذلك لعباس بأن يشرف على المشهد دون أن يتكلف بأي من مسؤوليات القيادة، حيث يقول: “إننا معكم في كل ما فعلتم وتفعلون فأنتم مفخرة لنا وأنتم حريصون على أقصاكم وأرضكم وكرامتكم وشعبكم ودينكم ومقدساتكم، وهذا هو الرد على كل من يعتدي على مقدساتنا وكل من يريد أن يعبث بمقدساتنا، القدس لنا وهي عاصمتنا، وهي سيادتنا، لذلك ما تقومون به هو الصحيح، فقد نهضتم نهضة رجل واحد ورفضتم كل الإجراءات ونحن أيدناكم بكل ما قمتم به ونؤيدكم بكل ما ستقومون به”.
ولكنهم في حقيقة الأمر لا يفعلون شيئا، ولا حتى السعوديون. هدفهم الاستراتيجي هو الاتجار مع الاسرائيليين أيا كانت الأوضاع. الجميع يهرول نحو الاعتراف بالدولة اليهودية. إن الزعيم الوحيد في المنطقة الذي صدرت عنه تصريحات ثابتة ومتطابقة في دعم المطالبة برفع كافة القيود عن الدخول إلى المسجد الأقصى هو الرئيس التركي رجب طيب أردوغان. وهذه هي السابقة الخامسة (التي تجلت في هذه الجولة من الصراع) أما الدول العربية فلم يمر وقت كانت فيه أشد بكما في رد فعلها مما هي عليه الآن.
ومع ذلك، فالقصة أطول وأعقد من ذلك بكثير.
نشطاء “حماس” و”فتح” معًا
أما في الشارع، فقد جمعت الأزمة ووحدت الفلسطينيين بغض النظر عن العشيرة أو الفصيل. لقد أثمرت قضية الأقصى ما فشلت به سنوات طويلة من المفاوضات وجهود المصالحة بين “فتح” و”حماس”. ينشط الآن شباب “فتح” و”حماس” معا على الأرض ضمن حركة أكبر انضمت إليها جميع الفصائل الفلسطينية.
واحد من متصدري تلك الحركة، الدكتور مصطفى البرغوثي، الذي يتبنى العصيان المدني غير العنيف، صرح لـ”ميدل إيست آي” بما يأتي: “نحن على عتبة نقلة كبيرة. ما يجري اليوم ليس عشوائيا ولا عابرا. يمكن أن يشكل بداية انتفاضة ثالثة تختلف عن سابقاتها. ما هو بديع في هذا الأمر هو أنه ليس ناجما عن فصائل بعينها وإنما حركة شعبية قادرة على جذب أعداد ضخمة من الناس. يمكن لهذه الحركة الشعبية أن تعيد شحن الشعب الفلسطيني. قد يستغرق ذلك وقتا ولكننا في الطريق إليه. سوف تتجاوز السلطة الفلسطينية، لدرجة أنهم لا يعرفون حتى أنها موجودة. وسوف ينجم عن ذلك تغيير في القيادة”.
هل هذا إغراق في التفاؤل؟
بإمكانكم أن تروا انعكاسا لذلك في الخارج. فهذه هي حركة المقاطعة وسحب الاستثمارات وفرض العقوبات التي تسمى اختصارا “بي دي إس” تنتعش وتزدهر وقد بلغت من العمر اثني عشر عاما. لقد أصبحت “بي دي إس”، التي تعتبرها إسرائيل خطرا يتهدد وجودها، حركة عالمية تمتد من النرويج إلى تشيلي، ولها ملايين الحلفاء. ليست تابعة لأحد، وتتجاوز الدين والعرق والجنس، وتقوم على قاعدة المطالبة بحقوق مساوية للفلسطينيين، وشعارهم الذي يهتفون به هو: “فلتسقط جميع الجدران من فلسطين إلى المكسيك”.
بدأت القضية الفلسطينية تغزو الأوساط السياسية الرئيسية حول العالم، فها هما بيرني ساندرز وجيريمي كوربن، اللذان كانا يعتبران في وقت من الأوقات خارج الخريطة السياسية، يصبحان أكثر نفوذا. في اختبار جرى مؤخرا في لندن، حضر ما يزيد على عشرة آلاف شخص نشاطا على مدى يومين اسمه “فلسطين إكسبو”، وذلك على الرغم من المعارضة الشديدة التي أبداها اللوبي المؤيد لإسرائيل وحملته الشرسة التي شنها في محاولة لإلغاء النشاط.
خارج فلسطين وفي داخلها، ثمة جيل جديد يسعى لانتزاع السيطرة على هذا النضال من زعامة متحجرة فاسدة فقدت كل سلطة معنوية وسياسية على شعبها. فعملية السلام بالنسبة لهذا الجيل كأنها لم تكن أبدا، بل هي بالنسبة لهم خدعة قصد منها التغطية على تمدد إسرائيل فوق كل تلة وهضبة في الضفة الغربية. هل يمكن بسهولة أن يشترى هؤلاء وأن يتم احتواؤهم وتجريدهم كما حدث مع الجيل السابق؟ أم إنهم سيتمكنون من تحقيق ما عجز عنه الآخرون؟
بناء على ردود أفعال الزعماء العرب والدول العربية، لم يكن الفلسطينيون في يوم من الأيام وحيدين كما هم اليوم، ومع ذلك تكتسب قضيتهم زخما عالميا. ينبغي على هؤلاء الزعماء العرب أن يحذروا. فلقد وفرت الانتفاضة الفلسطينية الثانية مصدرا مبكرا لانطلاق الربيع العربي، فما الذي ستفعله انتفاضة ثالثة تنطلق على أعتاب المسجد الأقصى؟
You start each year with false optimism. Things, you tell yourself, cannot get worse for the Palestinians. Each year proves you wrong.
The crisis that has developed around al-Aqsa mosque has yielded many precedents: it’s the first time the mosque has been closed to Friday prayers since 1969; it’s the first time in centuries it has been boycotted by worshippers; it’s the first time that the Palestinian citizens of Israel and residents of Jerusalem are at the centre of the conflict.
But one precedent stands out above the others: it’s the first time in their 50-year struggle against occupation that Palestinians are well and truly alone.
Palestinians abandoned
Never has the gulf between the Arab street and their governments yawned as wide as it has this week over Palestine.
Zakaria al-Jawadah, the father of the 17-year-old Jordanian boy who was killed by an Israeli security guard after he allegedly attacked him with a screwdriver, railed against King Abdullah. “We call on the tribes to demand that man (the Israeli guard) be punished. We want the video footage. We want to know what happened to my son.”
Three cabinet ministers, no less, lined up to tell him that they never will. “The Israeli shooter had diplomatic immunity and we are not allowed to investigate, according to international agreement. But we insisted on listening to his testimony,” said one of them, Bashir al-Khasawna, minister of state for legal affairs.
It was already too late. The security guard “Ziv” was safely back in the arms of Prime Minister Benjamin Netanyahu.
Go back 20 years to the way King Abdullah’s father, Hussein, handled Netanyahu in 1997 after Mossad bungled an attempt to kill the Hamas leader Khaled Meshaal in Amman, by spraying a deadly opiate into his ear.
The king of Jordan threatened to tear up the peace treaty with Israel if Meshaal, who was in a coma, died. He got the antidote from the head of Mossad, Danny Yatom, the release of Ahmed Yassin, the spiritual leader of Hamas, and more Palestinian and Jordanian prisoners later.
Just imagine the scandal there would have been anywhere else in the world if police had been prevented from interviewing, let alone investigating, the chief suspect in a double murder, because he was a guard in a foreign embassy.
It happens in Jordan, because the kingdom has learned to do its master’s bidding. Jared Kushner, Trump’s son-in-law cum Middle East envoy, phoned up King Abdullah. A generation ago it was the other way round: King Hussein called Bill Clinton.
The country, which trades in the title of custodian of the holy shrine, surrendered the issue of security cameras in the Haram al-Sharif over a year ago. These are the measures Israel is now enforcing around the gates of Al-Aqsa and the Old City with full knowledge that the “custodian” has already agreed to them.
It is about sovereignty
Palestinians did not then and will not now, because this crisis is about sovereignty, not security. So much Palestinian sovereignty has already been surrendered over East Jerusalem (there are 2000 settlers in the Muslim quarter of the old city, over 14,500 residencies have been revoked from 1967 to 2014; and remember Saeb Erekat, the chief Palestinian negotiator offering the then Israeli foreign minister Tzipi Livni the “biggest Yerushalayim in history”) that Al-Aqsa is well and truly the last stand.
For Mahmoud Abbas and the PA, the continued refusal of the Waqf (Muslim religious trust) officials to enter the Haram al-Sharif, or what Jews calls the Temple Mount, is manna from heaven. It’s the epitome of non-violent protest and furthermore it’s not happening on his patch in the West Bank, so it costs Ramallah nothing.
It allows Abbas to grandstand, without showing any real leadership. “We support you and are proud of you and of everything you have done. You are caring for and guarding the Al-Aqsa compound, and guarding your lands and your dignity and your religion and the holy sites. This is the appropriate reaction to anybody hurting our holy sites. Jerusalem is our capital and is our sovereignty, and what you did was the right thing. You stood as one man and we support you and support everything you do.”
But in reality they do nothing. Nor do the Saudis. Their strategic aim is to trade with Israel come what may. Recognition of the Jewish state cannot come fast enough. The only regional leader who has made consistent statements in support of unfettered access to Al-Aqsa has been the Turkish president Recep Tayyip Erdogan. That’s the fifth precedent. Never has the reaction of Arab states been so muted.
But that is far from being the whole story.
Fatah and Hamas activists together
On the streets, the crisis has gathered and unified Palestinians irrespective of clan or faction. The cause of Al-Aqsa has done something that years of negotiation over the reconciliation between Fatah and Hamas has failed to deliver. Fatah and Hamas activists are working together on the ground in a bigger movement which includes Palestinians of all factions.
One of the leaders of that movement, Dr Mustafa Barghouti, an advocate of non-violent, civil disobedience, told the Middle East Eye. “We are on the threshold of a big shift. What is going on today is not random or transient. It could be the beginning of a third intifada that is different from the others. What is unique about this is that it’s not individual actions, but a popular movement capable of attracting huge numbers of people. This popular momentum could recharge the Palestinian people. It may take time but we are on the way. It will override the PA. They don’t even know it exists. This will bring about a change in leadership.”
Is this wild optimism?
You can see reflections of this abroad. The BDS movement, now into its 12th year, is thriving. Treated by Israel as an existential threat, BDS has become a global movement stretching from Norway to Chile, with millions of allies. It’s unaffiliated, it transcends religion, race, gender and it’s based above all on equal rights. They chant: “From Palestine to Mexico, All Walls have to
The Palestinian cause is going mainstream, as politicians like Bernie Sanders and Jeremy Corbyn, who were once considered off the political map themselves, become more influential. A litmus test occurred recently in London. Over 10,000 people attended a two-day event, Palestine Expo, despite a fierce campaign by pro-Israel lobby groups to cancel it.
Both outside Palestine and within it a new generation is wresting control of this struggle from an ossified and corrupt leadership that has lost all moral and political authority over its people. To this generation, the peace process never existed. It was a bluff to cover the expansion of Israel to every hilltop on the West Bank. Will they be as easily bought off, co-opted and neutered as the previous generation? Or will they be the ones to achieve what all others failed to?
Judging by the reactions of Arab leaders and states, the Palestinians have never been more alone, and yet their cause is going global. Those Arab leaders should beware. The Second Intifada provided one of the sources of the Arab Spring. What would a third one on the steps of Al-Aqsa do?
